SENATE CONCURRENT RESOLUTION NO. 20

Endorsing the "Canine Good Citizen" training program and
responsible pet ownership.
Whereas, Pets play an important role in the lives of many
state residents by providing companionship and assistance; and
Whereas, With concerns about animal treatment on the rise,
it is recognized that irresponsible ownership of animals is a
major source of animal suffering and discontent in the community
and it is, therefore, important to encourage responsible pet
ownership and to further urge all pet owners to properly control
and train their pets while particularly seeking to instill good
behavior in the canine community; and
Whereas, The "Canine Good Citizen" program identifies and
officially recognizes dogs who behave as members in good standing
in their communities. This program, which was implemented by the
Parkersburg Obedience Training Club, was developed to teach dog
owners that their pets should exhibit "good citizen" behavior in
the presence of others, including other dogs; therefore, be it
Resolved by the Legislature of West Virginia:
That the SenateLegislature hereby encourages kennel clubs are encouraged to
provide training and education for community pet owners and their
pets that will result in "canine good citizens;"; and, be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward send a copy of this resolution to the Parkersburg
Obedience Training Club.
